Philémon Paquette has more than 20 years experience in human resources management, as a consultant, manager trainer, and union official.
Mr. Paquette has successfully advised hundreds of executives and managers in the public and private service on organization and job design, and on classification standard development. He has written organizational strategies, classification strategies, and job/work descriptions for some seventy organizations in the federal government and in the private sector. He has developed and delivered training and coaching programs on the writing and classification of federal work descriptions, and has served as an expert manager on federal departmental and interdepartmental classification committees.
In addition, as a union official, Mr. Paquette has negotiated with numerous federal departments including Treasury Board on organization and classification and other issues. He has designed and delivered learning programs for, Agriculture Canada, Industry Canada, Fisheries and Oceans Canada, PWGSC, and Training and Development Canada, as well as for Pro-Action Inc. and the Cansem Institute Inc. Philémon Paquette is a highly skilled facilitator who has received international recognition as being exceptionally effective with small groups.
